UPDATE: A Bethesda representative provided the following statement to IGN explaining the discrepancy:

'We’re currently in beta for the Skyrim SE Creation Kit and it went active first on Xbox One. PS4 has only been active for a few days.'

Original story follows:

The PlayStation 4 DualShock 4 controller is a gorgeous gaming remote. Like the Xbox One controller, you can use your DualShock 4 controller to play PC games on your computer. You don’t need to own a PS4 for this – you can just buy the controller separately. This can be done through traditional USB pairing. Is there a mod that makes Skyrim's leveling more like FNV? PC Classic - Request PS4 dualshock with Skyrim (self.skyrimmods). I use a ps4 controller to game on PC always, and the original has issues with not detecting the controller and needing a restart to get it working again. Inputmapper I havent had a single problem with the entire. Its possible for ps4 to have mods because its more user friendly or rather it gives the player gaming freedom (i forgot the actual term) it would be awesome if they did a Skyrim HD and putted it on PSN for PS4 e.g; they made prince of persia HD (which was a ps2 game) and made it HD on PS3.

Despite not being released until this Friday, October 28, Bethesda is already accepting console mod submissions for The Elder Scrolls V: Skyrim - Special Edition. But it's accepting far more on Xbox One than PS4.

At time of writing, looking at each platform's Bethesda.net listings (Xbox One here, PS4 here) reveals 65 mods for Xbox One and just 10 for PS4. All 10 of the PS4 mods are also available on Xbox One.

That discrepancy seems to come down to one important difference between Microsoft and Sony's tolerance for modding - Microsoft will allow external assets (user-created models that don't appear in the game) while Sony will not.

Essentially, the majority of PS4 mods will be efficiency measures or useful/interesting tweaks to the existing game, while Xbox One users will be able to add Dwarven railroads, survival mode add-ons or murderous new stickmen followers with Thomas the Tank Engine characters for heads.

Some of the problem may also stem from the fact that Xbox One allows for up to 5GB of mods to be installed, while PS4 only allows for 1GB, although most mods that use no external assets fail to exceed over 1MB in size - currently, no available PS4 mod is bigger than around 300KB.

Skyrim: Special Edition - which adds graphical improvements as well as officially-supported mods - will be released this Friday on Xbox One, PS4 and PC. PC players who own the original game and all of its DLC will receive the game free of charge.
