Let us hope that your touch pad device isn't physically damaged in some way or went bad.
So..
Type Device Manager in start menu search. You can also access it by right clicking Computer > Properties and look to the left for a link named Device Manager.
In device manager look for 'Mice and other pointing devices' and see if anything is in there. Using my computer as an example, I can see 'Synaptics PS/2 Port Touchpad.' If you see something like that then you have some choices.
Right click on it and choose:
Update Driver Software - Updates the driver software to the most recent version if found on the computer or the internet.
Uninstall - Uninstalls the driver entirely.
I suggest trying the update first. If that does not help then do an uninstall (it might disappear when you do this). After you uninstall, look at the top and you will see some icons. Hover over them until you see the description 'Scan for hardware changes' and click it (the icon should look like a computer with a magnifying glass). The device should re-appear, right click it and reinstall the driver.
Note: If you double click on a device, you can see the device status. It should say 'Device is functioning properly.'
Note #2: Also on the Toshiba website, I can't find Toshiba Satellite U300-113 in the drivers and support page. I see U300-ST3091, U300-ST3092 and U300-ST3094.
